Key points of special equipment safety supervision work in 2023

The overall requirements for the work in 2023 are: guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 20th National Congress of the Communist Party of China, conscientiously implement the decisions and arrangements of the Party Central Committee and the State Council, and the work requirements of the Party Group of the General Administration, and deeply grasp the concept of "stressing politics, strengthening supervision, and promoting development". The general idea of ​​the work of "ensure safety" focuses on one main line, implements two responsibilities, strengthens three supervisions, pays close attention to four tasks, focuses on carrying out the "Corporate Main Responsibility Promotion Year" activities, maintains the safety and stability of special equipment throughout the year, and continues to create a good safety environment for high-quality development.

Ⅰ.Adhere to the guidance of party building and fully implement the spirit of the 20th National Congress of the Party

1. Comprehensively study and implement the spirit of the 20th National Congress of the Communist Party of China. Accurately understand and thoroughly grasp the new tasks and new requirements proposed by the 20th National Congress of the Communist Party of China, deeply understand the decisive significance of the "two establishments", strengthen the "four consciousnesses", strengthen the "four self-confidences", and achieve "two safeguards", closely focus on the deployment requirements of the General Administration Party Group, combine the special equipment functions and missions to implement them, and use solid business results to reflect the learning results.

2. Adhere to the deep integration of party building and business. Carry out special rectification of urban gas pressure pipelines, high-pressure gas cylinders, small boilers, passenger ropeways, and illegal use of special equipment without registration. Carry out an elevator safety foundation campaign to promote the management and renovation of hidden dangers in old residential elevators. On the original basis, we will continue to promote the safety and security of special equipment related to the transfer of the chemical industry.

5. Strengthen the service guarantee of special equipment for major events. We will do a good job in ensuring the safety and service of special equipment at important events such as the Hangzhou Asian Games and the Chengdu Universiade, as well as New Year's Day, the Spring Festival, the National "Two Sessions", May Day, and National Day. We will strengthen supervision and inspection, improve emergency plans, and consolidate the safety responsibilities of each position and link in the special equipment service to ensure the safe and stable operation of special equipment.

6. Improve the emergency response capabilities of special equipment.Research and formulate guidance on the special equipment emergency system, promote the construction of the special equipment emergency command and dispatch system, formulate national-level special equipment emergency training and drill base management measures, revise and implement the "Special Equipment Emergency Plan of the State Administration for Market Regulation", regularly carry out emergency drills, and continuously improve emergency response capabilities.

Promote the agglomeration and upgrading of the special equipment industry.Implement special equipment quality improvement actions, vigorously carry out one-stop quality infrastructure (NQI) services, promote the creation of special equipment industry clusters such as elevators, hoisting machinery, pressure vessels, pressure pipe components and other areas in qualified areas, cultivate a number of special equipment quality brand improvement demonstration areas, and support local governments to actively participate in the construction of quality power benchmark cities.

18. Optimize the international business environment for special equipment. Actively carry out international exchanges and cooperation, support special equipment inspection institutions, social organizations and enterprises to actively participate in international activities such as the "Belt and Road" summit, and promote the introduction of new technologies and the going global of special equipment products and inspection and testing technology services. Domestic special equipment companies are encouraged to participate in the formulation and revision of international standards, and qualification certificates such as welders and non-destructive testing personnel are promoted to be universal and internationally recognized in relevant domestic industries, so as to create a better business environment.

Ⅶ.Strengthen team building and strengthen capacity support

19. Strengthen the capacity building of practitioners. Research and formulate a work plan for the education and training of special equipment talents, and supervise and guide grassroots efforts to strengthen the education and training of safety supervisors. Continue to carry out the assessment of Class A inspectors of special equipment. 20. Strengthen grassroots capacity building. Carry out cultural publicity activities on themes such as the 20th anniversary of the implementation of the "Special Equipment Safety Supervision Regulations" and the 10th anniversary of the implementation of the "Special Equipment Safety Law"; compile and publish the book "Special Equipment Safety Development History and Prospects" to inherit and carry forward the "Four Special Spirits" of the special equipment front; encourage localities to establish special equipment safety cultural popularization education bases, disseminate special equipment safety knowledge, and create a good atmosphere in which the whole society pays attention to the safety of special equipment.

22. Improve the joint efforts of production safety in the field of market supervision. Organize and formulate the key points of safety production work in 2023, and conduct regular work analysis and scheduling. 23. Carry out safety production inspections.
